Let the punishment fit the crime. Regarding Mr Oragutan, the only ultimate symbolic punishment that comes to mind is Engastration.
The fat one would be stuffed with Stephen Miller and baked for 10 hours at 350°F. The main course would be served unbeknownst to his Cabinet with a side of fries.
