I worked out the clue from Donuel's first sentence in that post. I've never heard that expression before, over here in Oz. I suspect it is becoming a well-used phrase in the Trump era.

"Riff" for me refers to a musical interpretation, but then again if "RIF" is pronounced "riff" then the past tense could be "riffed" and not "rifed".
