Most wildfires in Canada start in remote areas with very scanty, if any, human population, so arson and carelessness are far less likely causes of the Newfoundland fires than lightning strikes in bone-dry conditions. Smokey the Bear was wrong: wildfire is a natural phenomenon in which humans have very little agency, let alone control.
