Like Chicken Charlie, I've always felt that the line had a multiple significance. You needed "dough" as in money but you also just needed to be all the things that the Okies were not. I think it kind of implied that unless you were "somebody" you were not welcome or acceptable. Even an Okie with "dough" wasn't too welcome for long.
