I really don't know as that the "quiet" area has anything to do with "handicapped." It's more a matter of the "noisy" area being for people who want to jam far into the night - or morning, depending on your definition - and the "quiet" area being for people who want to go to bed and sleep at a reasonable hour, or who have children that they want to have do so.

We have always camped in the noisy area, and I always go to bed and go to sleep with music going on all around me. Doesn't keep me from sleeping. It's rather pleasant. If it were not music of a kind I liked, it would be different. But what why would I drive a long way to attend, and pay money to get in to, a festival of music I didn't like?
