I have no authoritative data here, but I doubt that authorship can be determined. This song is over a hundred years old, with close kinship to other modal tunes and various versions around. Charlie Monroe could well have deserved credit for converting an old mountain tune from modal melody to bluegrass standards, but I don't believe it was possible for him to have written the original. I would think you would be safe calling it traditional, or claiming rights to your own arrangement.
