Several years ago, the flag at an upmarket condo development was stolen. The story was reported in the newsaper; people were aghast. When my dear neighbor, now deceased, read the story, he offered them the flag that had draped his brother's coffin. The brother had been killed in WWI. Meantimes the condo management had purchased a new flag. The condo management flew their newly-purchased flag every day but flew the special flag on holidays as a way of honoring the brother. I've since come to think that these flags should be flown on holidays as a memorial to the fallen.
