There is this little provision in the new anti-terrorist legislation in Canada that covers anyone "disrupting government services". It might make for "interesting times" for "terrorists" such as striking postal workers or nurses and unlike the US, there is no sunset clause.

Even in times of relative freedom and peace, this government manages to overstep the boundaries, with impunity, when dealing with legitimate dissent, but a government on a mission, in times of hysteria, can cast a very wide and dangerous net indeed.
