Does anybody know who wrote this?

The chorus goes:

Sweet thyme, sweet thyme, the parsley and the thyme,

The rosemary and the willow tree about my heart entwine.

I have heard various theories, but non of them have een offered with any confidence. For a start, it's a traditional theme, but it seems to me to be a modern structure.
