JIm, that was Jimmy's drunken uncle Billy in It's a Wonderful Life. Jimmy hands him a hat and Billy says "which one is it?" Jimmy says "the one in the middle." Billy puts it on and Jimmy steers him in the right direction as he stumbles off camera. We then hear a trash can tumble over and Billy says "I'm alright!"
