A couple who lives a few miles away from me keeps peafowl. Every time they have a yard sale, they sell peacock feathers, too. I imagine that if you cared to raise the birds on a larger scale, you could sell the feathers to the Mummers organizations in Philadelphia PA or any number of other organizations that create parade costumes and floats.
