McGrath is right. You can get IE from any number of places. The best source is probably Microsoft.
As to uninstalling IE, Start - Settings - Control Panel - Add/Remove Software is a start. There are, however, some limitations to the uninstall for IE - different for different versions.
I would suggest getting familiar with the Microsoft Support Knowledge Base. You can search for all kinds of stuff here. (You can also get a headache from digging around too much.)
I don't know for sure which version of IE you have currently installed, but one of the following may be helpful:

The following article gives some interesting information about IE5.5, but most pertinent is a simple list of steps to follow to install IE by download from Microsoft, including a simple connection to their download site. I'd suggest taking a look at it before you start your process.

After any significant change to your browser - IE or whatever - you should, of course, check for upgrades to make sure you've got the latest "security upgrades."
