So all we need to save the Manatee is a network of solar-heat3ed canals linking Florida and Louisiana with the Sacramento Valley? Or were you going to transport them over the Rockies in huge tanks? Maybe convert some old tanker trunks. I don't think going around the Horn would work. Tough one....

Your manatee/water-hyacinth solutions are unnecessarily costly and cumbersome. Here's whatcha do:
Gather up all the water in the Sacramento River Delta--water hyacinths and all--a tank at a time. Transport each tank, via tractor-trailor, from California to Florida, where a couple of manatees are dropped into each tank for however long it takes them to eat all the water hyacinths.
Then put the fat and happy manatees back in the Gulf and ship the hyacinth-free Sacramento River water back home.

If you stuck a couple of jet skiers into each tank for the trip back to California, that would help solve the other half of the problem.
