Yes, they work alot like a bagpipe. Stick the body under your arm, place the feet in your mouth and finger the bill.

It is the combination of chewing on the feet and tempering the pressure on the bill that produces the different tones. The quality is obviously different than a bagpipe but not at all unpleasant to the trained ear.

My preference is towards the Herring Gull (Larus argentatus) after it is two years old. To my taste, they have right pitch. The fully mature ones at four years old are too tired the purity of sound is lacking and the younger ones simply squawk and squell too much.

Everyone should try a gull at least once.
