Brussels is probably about 80-85% French speaking even though it sits in "Flemish territory" (their words!). In fact it is one of three autonomous regions in Belgium (Flanders, Wallonia and Brussels, each of which have their own ministers and parliaments!). Complicated country! Almost everyone in the population is some sort of politician!

You will be understood in most (though not necessarily all) places if you speak English. Generally it is better not to attempt Dutch in Brussels (unless you know the area well and where the Flemish districts are) although it is officially bilingual and the majority French speakers will hardly ever attempt to speak or reply in Dutch. German will certainly be understood by many people but, in general English or French is your best bet.
