Many US go'vt agencies are a bit inept. INS is completely bass ackwards. They can successfully stop or deport harmless or even potentially productive visitors, immigrants and students, but can't begin to keep out the real baddies! I have U.S.-citizen nieces who happen to reside in a predominantly muslim african country. Apparently this makes them terrorists.
