Simple Susan. Make sure the person is on your Pal list. Open the groups page and chose the "Open or join a group as admin" from the admin menu. Select the group owner from the list and supply the "admin code".

It's just as easy to form your own group. Just use the other admin optiom on the menu and fill in the details on the web page.
