As I am not one of those blessed with hard water, the best I can recommend is what we were taught about cleaning crusted pipes in water treatment systems: Boil the kettle with vinegar until the encrustation comes off, rinse, boil a potful of water, boil another potful of water and enjoy your tea from a pot that is now large enough to give you a couple of cups more than before.
