The second image is of a half set which doesn't have the regulators. The regulators are the bunch of pipes with keys on them, arranged so that you can hit a group of keys with your wrist and play chords. When you don't touch the keys they make no sound.
They aren't used much, and the rest of the instrument is exactly the same.
