A swamp cooler is an air conditioner where the cooling power is provided by water, rather than a refrigerant. Around here at festivals and outdoor events in the summer people sometimes sell these necktie things that are a tube of fabric filled with the little beads that they put in disposable diapers (there's an official name for them, but I don't remember it) You soak the neck thing in cold water till the beads have all soaked up, and then tie it around your neck. Instant cooling.
