People in the emergency room/casualty area who come in with a splinter and expect to be seen before the bloke with the heart attack.... those who come in just to get a prescription fixed, or who couldn't be arsed to go see their own GP because the weather was nice (that was one complainants excuse for being in the A&E today.... he complained about the attitude of the staff who told him he'd have to wait 3 hours).

Similarly - those nursing staff who stand at the door, whisper your name and turn their backs before you realise it's you they want, and then hare off down a corridor with you hobbling on behind (in one case, practically holding my stomach together with both hands)!
