I shouldn't think so. Big book, small market. It was published in the UK by Oxford University Press, but has been out of print since the mid 1970s. Rights would belong to the Sharp and Karpeles estates, I'd think; so possibly (but not necessarily) EFDSS. At any rate, it would be down to funding, and that's very hard to get for such things.
