It's a traditional tune; Irish in this case. Basically, it's a variant of the melody used for Anach Cuain and some versions of The Streets of Derry. I don't think I've come across it attached to The Constant Lovers before, but the song may well have picked the tune up as it passed through the North of Ireland, or Philip Foley (I don't know who he might be) may have fitted it himself.
