Not sure if this is what you're looking for...got it by Googling Belfast Bluegrass Festival:

Appalachian and Bluegrass Music Festival 9/01/07 - 9/30/07
Omagh, United Kingdom
Bringing together some outstanding names from the world of Appalachian and Bluegrass music, this festival is one of the largest of its kind outside America. Bands and performers from America and beyond raise the temperature and get feet stomping in the unique outdoor museum venue at the Folk Park at this lively weekend event. Expect the odd cowboy shirt and Stetson and plenty of fun and dancing

Tim O'Brien is a must-see and so are The Earl Brothers, although the latter stretch the definition of bluegrass.
