Why can't i use the forum seach

It has been a couple of months since i was able to successfully search the forum. Seems to me like there have been threads like this before but because i can't search i can't find them either.
here's what i get every time no matter what time of day or night

I would really like help with this please. I will gladly use the "page.cfm?RequestTimeout=500" if someone will tell me where i am supposed to put that. Or i will notify the server administrator but which address is that? The Remote Address or HTTP Referer or ?
Or just give me a link to one of the previous threads concerning this please.
