This story without further details or name of the Council appears on today's AOL News:
A circus said that its clowns had been silenced by licensing regulations which banned them from playing their trumpets.
Zippos Circus said it was told by council officials that the show could not go on unless the clowns dropped the musical part of their act.

Sad, crazy, if true.

Singing in the wrong choir here mate.. I think all clowns should be banned under the Geneva Convention...

Today's 'Metro' free paper (UK, London, Manchester, Birmingham) had a larger article.

Can't lay my hands on a copy of the paper but I do remember it said they only play for about 3 minutes... and it might have been Birmingham area that complained.

Press Assoc. - Tuesday, September 23 12:02 am. A circus said that its clowns had been silenced by licensing regulations which banned them from playing their trumpets. Zippos Circus said it was told by council officials that the show could not go on unless the clowns dropped the musical part of their act. The circus, which is performing in Birmingham, fell foul of the Licensing Act 2003 which forbids the playing of live music without a licence.

I would have thought that the music would be exempt from licensing requirements, as it is merely incidental to the main activity.

Anyway, I bet they're not real clowns, just men dressed up in clown outfits.

It's decisions like this that make council functionaries look like utter arseholes...

Suggested instruments: Highland bagpipes, bombardes, biniou, Chinese shawms, any sort of shawms, Tibetan trumpets, lots and lots of drums. And everyone dressed as clowns.
Slightly digressing, Snuffy's comment about men dresed as clowns reminded me of my son, as a small boy, saying "I don't really believe in the tooth fairy - I think it's just someone who can fly, dressed up".
