Here's the catalog information from the National Library of Australia:

ANY BROKEN HEARTS TO MEND
written & composed by John P. Long
Sydney: J. Albert & Son, [194-?]

The British Library Sound Archive says it was recorded by:

Geraldo and His Orchestra, with vocalist Al Bowlly in 1938
Gracie Fields in 1938
Carroll Gibbons and the Savoy Hotel Orpheans in 1938
Reginald Dixon (probably an instrumental version on the organ) – date unknown.

Here's what I was able to transcribe from some online sound samples:
There's a tinker man; he mends a pot or pan.
Through the town his cry he'll send.
But nobody passes my way calling, "Any broken hearts to mend?"
Chairs he'll mend for you, old umbrellas too,
If a few odd pans you'll send
But nobody ever thinks of calling, "Any broken hearts to mend?"

When the cry of "sweet scented lavender" comes to haunt me so,
I recall the scent of the lavender when we met long ago.
List'ning to those cries, I can realize
    That my heartaches...

I wonder whether Otis Blackwell, the composer of the R&B song "Handyman" knew the words to the song "Any Broken Hearts To Mend".

Here's the words to "Handyman" as recorded by James Taylor in 1977:

Handyman

(Otis Blackwell)
Hey girls, gather round
Listen to what Im putting down
Hey babe, Im your handy man

Im not the kind to use a pencil or rule
Im handy with love and Im no fool
I fix broken hearts, I know that I truly can

If your broken heart should need repair
Then Im the man to see
I whisper sweet things, you tell all your friends
Theyll come runnin to me

Here is the main thing I want to say
Im busy 24 hours a day
I fix broken hearts, I know that I truly can

Come, come, come
Yeah, yeah, yeah
Come, come, come
Yeah, yeah, yeah
Theyll come runnin to me

ANY BROKEN HEARTS TO MEND

There's a tinker man; he mends a pot or pan.
Through the town his cry he'll send.
But nobody passes my way calling, "Any broken hearts to mend?"
Chairs he'll mend for you, old umbrellas too,
If a few odd pence you'll spend
But nobody ever thinks of calling, "Any broken hearts to mend?"

When the cry of "sweet scented lavender" comes to haunt me so,
I recall the scent of the lavender when we met long ago.
List'ning to those cries, I can realize, that my heartache will not end,
'Till someone I love comes my way calling "Any broken Hearts to mend"..
