If it's anything like the Scottish Arts council don't ask for money to do anything concrete but ask for funding to carryout a survey to check if it could be possible or desirable to do it. Consultants are never out of a job.

Most funding applications (eg lottery etc) use a points system. Often scored using a SWOT analysis (Strengths Weaknesses Opportunities and Threats) so be prepared to look in depth at what you are proposing.
I did manage to acheive funding for a couple of projects from National Lottery and Southern Arts Council but that was a few years ago.
Its worth looking to see what the prospective funders have given grants for in the past.
