I managed to tape part of this one day while listening to the radio, but never learned who did it. It is quite beautiful, singer sounds ~Irish/British. Thanks

K.D. Lang did a song "Strange Wind" (cd-single), might be the song, though probably not British enough to be the singer you're looking for...

You might want to check out World Party, as Karl Wallinger (frontman) was in the Waterboys, and writes stuff in a similar vein ('Put the message in the box' is, IMO their best riff).
