Try www.pennywhistle.com.
Bill Ochs's book and CD is a great choice for the beginner. Bill has spent many, many years actually teaching hundreds of students, so he really understands how to communicate instruction effectively. Some other introductory books are written by people who may be great players but don't have a lot of real-time experience teaching, so they can get you in over your head. Have fun!

About the above sites. If you are just starting out I would recommend getting a whistle in the key of "D" and if you plan on using the pennywhistle notation stick to tunes in the key of "D".

I have a copy of Grey Larsen's 'Essential Guide to the Irish flute and tin whistle'

It comes with two cd's and is a huge book with lots of good info. I also have Bill Ochs book and below is a good website for on-line learning.
