song which predates it by several years (or several decades ) which is
sung by Anni Fentiman (Mrs Dave Weber)

Well, that 1964 was according to Judy Collins; it's 1960 (Heathside Music) and "Tune: Traditional ("Dollia," Tyneside); arr. Stan Kelly" according to this old site of Kelly's. (Correct lyrics there, too.)

"Dollia" is what Ani Fentiman sings -- I've not heard it. Are the lyrics related at all, or did he just use the tune?

O.k., yes I have: Louie Killen on "Along the Coaly Tyne". Unrelated lyrics, as far as I can understand them! Tune also used by the Ian Campbell Folk Group for "The Sandgate Dandle" on Coaldust Ballads. (Words by the blind fiddler, Robert Nunn, who died in 1853.)

And, that is the other item that comes up when you enter "Liverpool Lullaby" into the DT search box. It's listed as "Dol-li-a", for some strange reason. There's a note about Stan Kelly's use of the tune there... need to get it with the LL lyrics! (I'll pursue the DT Attribution permathread.)

Take a look at the Sandgate Dandle thread for various songs that use this tune. I think I'd say "Liverpool Lullaby" is a descendant of "Dandle," although they're different enough that maybe we can't say they're the same song.
