My daughter recently went to a theatre festival in Latvia and really liked this song. She has been looking for it through various search engines for a couple of months now. Can anyone help?

Not sure if this will help but here goes:

There is a strong Latvian prescence in UK and I know that they have several homes for expatriate Latvians. Perhaps one of those might help. The one I know of is "Musma Ja" (our house) on Priory Hill Wolston Warwickshire- might be worth checking as most of the residents are elderly & very much into Latvian Traditions.
I only know this because I know someone who lives next door & shares a car prk.
Good Hunting

Best person to ask would be Bob Fisher from Northamptonshire, his wife Dace and brother in law Janis are UK born of Latvian parents and they play a lot of Latvian polkas at sessions and dances. They (as The Dough Boys) are the band at the Cajun dance at the Straw Bear festival next weekend. So if you or anyone you know is going to Whittlesea collar them & I'm sure they will help.

allmusic says OIRA OIRA POLKA was composed by Walter Legawiec.

It appears on 2 albums by Walter Legawiec & The Polka Kings: "Polka That's All," Eclipse Music Group CD #64650, 1997; and "20 Polka Hits," Bainbridge CD #1034, 1994. It is also performed by an unnamed artist (probably Legawiec) on a various-artists compilation: "All the Best Polkas," L.D.M.I. CD #75, 1994.

Sound samples are available. The samples do not include any vocals.
