I have been hearing a song on the radio, it starts with either: "I was 18, I was young and dumb" or "I was 18, I was young and stupid".

The choris says; " I am livin' in the city". Can anybody tell me who this is?

It's LIVING IN THE CITY by The Casanovas. The trick to finding this one is to spell out "eighteen." Go to Google(click) and search for "I was eighteen I was young and dumb"—in quotations marks—and you will find several web sites that have the lyrics.
