I think that's very cheap - I'd expect to pay around $1,000 these days tho I don't play war pipes. Geordie pipes can range from 400pounds for a basic set to over 2,000pounds for a good set. As was noted above, there are many cheap sets that are nothing more than wall decorations. I suspect these are as well, especially given where they are being sold and his description.
