Can you tell me if it is possible to legally find out about the owner (address) of a car in the UK by contacting the DVLA with the number plate

AFAIK no. You can give the info to the police who will prosecute after a 'fail to stop', or to your insurers who will come down on them like a ton of bricks after a 'fail to stop'.

AFAIK - Insurance companies etc. trying to trace "third parties can - but they have to show good reason.

There also exists (since September 01) the Motor Insurers Data base which should (repeat should) link all privately owned vehicles with thier insurers. Again with restricted access. Then there is the MIAFRA database which lists all written off vehicles. Again limited access.
