Some other thoughts that come to mind. The Appalacian Bluegrass Shop has group classes in Appalacian lap dulcimer. They are usually taught by Christina Muir (daughter of Ann Muir of Bok, Trickett, and Muir fame). If I wasn't already attached, Christina could motivate me to learn to play dulcimer (see photo which doesn't do her justice).
Also, the Folklore Society of Greater Washington (Click here) has many singing events and are quite traditionally oriented. Some Mudcatters you are likely to meet there include Bill D., Ferrara, and Charlie Baum. Check out the Washington Folk Life Festival thread for a "free" event happening next weekend, June 5th and 6th, not far from where you live.
