Its definitely Fanny Power but the 1st bar is usually written with just one beat in, ie beat 4. The stress comes on the 2nd note you've written which would be the 1st beat of bar 2. If you live anywhere near Chester, come to Mr Happy's Come All ye at the Union Vaults Egerton Street. We will have a group rendering of Fanny Power in your honour.
