The fact that the PRS is fine in theory but a total failure in practice is a strong argument for the reform of the performing rights operation but not a justification for undermining it. This is way outside the scope of the Licencing Act. We should not have opened up that can of worms here. If there is any benefit to be gained by a mudcat discussion a new thread should be opened. Let's stop discussing it here. RichardP
