Who should be punished are those people who fly the flag in an inappropriate manner - and not as a protest statement. Any one who flies it at night without a light on it. Anyone who flies a battered flag on a regular basis (one that was battered, torn, etc. simply by the fact that they've been flying it too long. Anyone who uses the flag as clothing.
