When will the peak district, the national parks, and the ramblers learn that a right of way is a right of way, and that a vehicular right of way is also a right of way worth preserving as (a) a significant right and liberty of an englishman or welshman (scottish law on this is different) and (b) formative of the distinct ecology of the minor highway? Goats-hair socks are not holy.
