The Act and its implementation is a shambles. Even now they have not given the second commencement date and there is confusion over guidance which has no reference in the act itself.

As to fees, Tessa "Bundle of Fun" Jowell said the other day that they were having another look at fees and local authorities (and therefore nobody else) would be pleased with the results! This is because of fears over policing 24 hour drinking.

There are other festival issues. The guidasnce advises local authorities to take out pre existing licences over village greens etc. Some hope. And licences for festivals can only last for 96 hours (4 days).

A real mess.
