Well, I think poor Mr Bloat was framed. It was the goat that did it. It plainly says that the wife "continually got his goat". The poor goat was just worn out from being gotten all the time. So the goat gored the bitch in the throat to get some relief from being continually gotten, and then Bloat sliced her already bleeding throat to cover up the evidence of the goring because he really loved the goat and didn't want him to get in trouble.
