In defense of (most) bar owners, having held liquor licenses, been an owner, a bartender, server, and trainer of both I can tell you that NO ONE who works in this field wants to serve someone 'til they're drunk and let them drive. And the folks I know working in this field are extremely conscientious about following the law in letter and spirit.

Laws are only good as their enforcement, and the follow-through in the court system, which is where I have personally seen the whole net fray apart. I've known many a drunk driver let off by the courts who should never, ever drive again. And some who should have been hurt more than they were to keep it from happening again.
