In vrious states of drunkeness at gatherings where the kilt is worn, it has been my duty to carry out kilt inspections. Somehow, no matter how large or small the gathering there is always one and only one who does not honour tradition. Why is there ever only one. Is it some sort of celtic physcic phenomenum? When donning the kilt for a function does some kind overmind come into play which sets up a single participant to play the undergarmented scapegoat?
