Yes , but he states that the dovetail is intact so the problem may be not the neck angle to the body at the heel. If the angle at the heel is true it would indicate a problem farther up the neck or at the bridge. Often a guitar left in a poor environment with tensioned strings will bow and also sometimes twist. The proper repair would involve removing the fretboard and planing the neck as well. Big bucks!
