Yes, I went to school in Canada, and I would have received the cassette around 1982-84. I can't say for sure, but the narration didn't sound like a radio program, more like it may have been from an album extolling the virtues of canadiana. I don't recall any pronounced accent. For a long time I had thought it might be Burton Cummings (which it is not), but that gives an idea of the type of voice. Maybe.
