What is and is not an impeachable offense is a moving target. Some people think that getting a little on the side, and trying to keep it quiet, is an impeachable offense. Others think that going to war on false pretenses is not, as long as you got the Congress to go along with it at the outset. The fact is, though, that there's no sense in trying to impeach the President when (a) his own party controls both houses of Congress, (b) virtually every issue the Congress confronts these days ends up being decided along party lines, and (c) the next guy in the Presidential line of succession is even worse. When those are the facts, introducing an impeachment resolution is simply a protest move, no more meaningful than Russ Feingold's censure resolution.
