Under licensing law in England when I was in the game back in the '70s pubs had to supply drinking water on demand. The landlord could ban people from his pub without reason., but still had to serve them a free drink of water to drink outside, if they asked. If the pub was not doing this it could have it's license revoked if it was challenged bay the person to whom water was refused. |
