I found similar information on another thread that, indeed, sailors refer to "up" and "down" with respect to the way the wind blows---sort of like upstream and downstream with respect to water flow in a river. And one comment indicated theat the prevailing wind in that region would allow for that wording to be accurate. Another comment pointed out that the word may have been misunderstood, and that the word "'round" (around) would make sense.
