I would consider Istria, a peninsula of Croatia. Still quite affordable, most folks speak English, lots of great people and places to die for! I was intrigued by some of the tiny hill villages such as Roc and Hum which has only 13 full-time residents but a great Taverna. all in all, Istria is coastal Italy at half price
